Public Engagement

ANVUR defines as Public Engagement the set of non-profit activities with educational, cultural and social development value that universities and their departmental structures carry out to communicate and share the activities and benefits of education with civil society higher education and research.

Experimentation of the Jurisprudence Archive of the Court of Foggia as part of the PON-Governance StartUPP project

As part of the PON StartUPP project - MODELS, SYSTEMS AND SKILLS FOR THE IMPLEMENTATION OF THE TRIAL OFFICE, the experimentation of an Archive of the jurisprudence of the Court of Foggia was started by the Department of Law. The database is for the exclusive internal use of the Judicial Office and is accessible only to Office staff as well as to teachers, fellows and scholarship holders involved in the project and involved in its implementation. It allows the search for maxims and motivation points for the provisions provided, through different search methods:

  • for entries and sub-entries
  • normative requirements
  • free
  • intelligent (starting up).
  •  

The classification structure was created, subject to generous authorization, according to the system of the Repertory of the Italian Bar.

As part of one of the lines of intervention into which the PON StartUPP Project was divided. Models, systems and skills for the implementation of the Trial Office, a statistical research activity was conducted which made it possible to analyze the trend of the performance of the I, II, III Civil Section and the Labor Section of the Court of Foggia in relation to the disposition time and the disposal of the backlog and contingencies.
The survey made it possible to calculate, for each Section, the productivity index and the load index of the magistrates. For the purposes of the analysis, data relating to the years 2013-2022 provided by the Court of Foggia were used.
A forecasting analysis was also developed thanks to which the trend of the litigation flows of the Judicial Office was reconstructed with and without the contribution of UPP employees.
Specifically, the analysis was carried out on a dual level:
a) understand what the trend of the outstanding debts and the aggregate backlog would have been without the introduction of the UPP employees;
b) understand what is and what is expected to be the trend of the pending and aggregate backlog with the introduction of UPP employees with respect to the objectives of the PNRR, such as the reduction of the civil backlog by 65% ​​and 90% respectively by 31 December 2024 and 30 June 2026.
The survey was conducted over a forecast period of 3 years (2023-2026).
The results obtained demonstrate that the Trial Office, if it were strengthened, would have an important role in achieving the ambitious objectives set by the PNRR because it would contribute to a greater and quicker reduction of the civil backlog.

The activities falling within this scope are specified as follows:

  • Popular publications signed by the teaching staff at a national or international level
  • Participations of the teaching staff in radio and television broadcasts at a national or international level
  • Active participation in public meetings organized by other entities (e.g. scientific cafés, festivals, science fairs, etc.)
  • Organization of public events (e.g. Researchers' Night, open day)
  • Publications (paper and digital) dedicated to the external public (e.g. university magazine)
  • Organized communication training days (aimed at PTAs or teachers)
  • Interactive and/or informative websites, blogs
  • Community use of museums, hospitals, sports facilities, libraries, theatres, historic university buildings
  • Organization of concerts, exhibitions, exhibitions and other public events open to the community
  • Participation in the formulation of programs of public interest (policy-making)
  • Participation in committees for the definition of standards and technical regulations
  • Health protection initiatives (e.g. information and prevention days)
  • Initiatives in collaboration with entities for urban development or territorial enhancement projects
  • Orientation and interaction initiatives with high schools, school-work alternation
  • Information initiatives aimed at children and young people
  • Participatory democracy initiatives (e.g. consensus conferences, citizen panels)


The University of Foggia, having invested in the Third Mission of a social, cultural and educational nature, has joined the Network of Universities and Research Centers for Public Engagement

(APEnet), coordinated by the University of Turin, which aims to disseminate, promote and enhance culture and good practices in Public Engagement actions, supporting them and facilitating the process of institutionalization in Italian Universities and Research Centres.

The Public Engagement activities developed by the University are monitored according to the methods established by the National Agency for Evaluation of the University and Research System (ANVUR), contributing to the valorisation of academic results in the social sphere and strengthening the connection between university activities and interests of the various actors operating in the external context.
